A Statistical Consideration of an Eleven Year History of the
Forensic Psychiatric Hospital of Korea

I. Mentally Disordered Offenders
After opening in November 3, 1987,until the end of 1988 more than 490 mentally
disordered offenders (MDOs) institutionalized in the several mental hospitals in Korea were
transferred to the Forensic Psychiatric Hospital. Newly admitted MDOs increased every year
thereafter. As an example: in 1989, 107 new MDOs were admitted, and in 1997, 203 MDOs were admitted. By the end of 1997, the Forensic Psychiatric Hospital of Korea held a total of 1,849 patients.
The diagnoses of these 1,849 mentally disordered offenders were as follows:
schizophrenia 69.5%, epilepsy 5.2%, personality disorders 4.2%, mental retardation 4%, alcohol
dependency 2.6%, substance abuse 2.2%.
The crimes for which these MDOs were sentenced are as follows: homicide 33.8%,
battery 18.7%, manslaughter 12.4%, theft 8.6%, arson 6.6%, robbery2.8%, rape 2.4%, substance
abuse 1.8%.
Of the 1,849 patients studied over this eleven-year period, 71.3% were convicted of
their first offense, 11.9% of their second, 4.9% of their third, 3.5% of their fourth and 8.3% of
their fifth offense.
77 MDOs were readmitted after discharge, comprising 6.8% of the 1,141 discharged
MDOs. The 77 MDOs readmitted over the eleven year period were reported to have
committed crimes as follows: theft 30 (38.2%), substance abuse 14 (18.2%), battery 11
(14.3%), homicide 4 (5.2%), arson 6 (7.8%), robbery 5 (6.5%), rape 5 (6.5%). These 77
readmitted MDOs have been diagnosed as follows: schizophrenia 36 (46.7%), substance abuse
15 (19.5%), mental retardation 4 (5.2%), personality disorders 4 (5.2%), epilepsy 1 (1.3%),
delusional disorder 1 (1.3%), alcohol dependency 1 (1.3%).
II. Mental Evaluation for Criminal Responsibility
A total of 1,331 mentally disordered offenders were provided with mental evaluations
at the hospital over this eleven-year period. Their evaluations are as follows: schizophrenia
431 (30.3%), personality disorders 124 (8.7%), mental retardation 108 (7.6%), delusional
disorder 67 (4.7%), organic mental disorder 42 (3.0%).
Of these 1,331 persons evaluated, 449 (33.7%) were sentenced "not guilty by reason
of insanity", and 228 (17.1%) were sentenced "guilty but with diminished capacity".
